The CSR Navigator: Public Policies in Africa, the Americas, Asia and Europe (GTZ, Bertelsmann Stiftung) 2007

Growing number of CSR activities aim to involve governments into shaping CSR discourse and policies. Governments, including many in our region, are beginning to realize benefits of using range of instruments to align CSR / CSR related policies with other strategic socio-economic policy goals.

GTZ and Bertelsmann Stiftung in a joint research exercise analyzed drivers behind national CSR policymaking in 13 countries including Brazil, China, Poland, Sweden and many others.

The findings show a wide spectrum of various approaches that combine international CSR standards with local social-economic and developmental needs, depending on the countries situation. An interesting picture emerges, with some mature countries like the UK, where CSR policies are well coordinated across various policy fields and complement other socio and economic goals; and others, where CSR is used piecemeal. In many developing countries, governments encourage private sector investment in social fields in line with the national development goals. In others, CSR supports foreign trade and aims to enhance competitiveness.

The publication explains methodological background for CSR public policy analysis with detailed typology of various government activities.
