Ex-ente impact assessment in FYR MacedoniaLegal backgroundThe legal framework for decision-making and policy formulation in FYR Macedonia, is set by the Rules of Procedure for the Operation of the Government. These rules were adopted in April 2001, and significantly amended in July 2003 to incorporate various reforms.The legal framework for decision-making and policy formulation in FYR Macedonia, is set by the Rules of Procedure for the Operation of the Government. These rules were adopted in April 2001, and significantly amended in July 2003 to incorporate various reforms. The Rules of Procedure set up a planning system which requires impact assessment information to be submitted by ministries in support of all items brought for decision by the government. They also establish a process of inter-ministry consultation and co-ordination, culminating in a weekly meeting of the General Collegium of State Secretaries that ensures the adequate preparation of issues prior to government meetings.
