Local governance: Czech Union of Towns and Municipalities shares best practices with Moldovan counterparts
PRAGUE, Czech Republic –12-16 December 2011 – Representatives of the Moldovan Congress of Local Municipalities (CALM), municipalities and state officers visited the Czech Republic to learn about how to reinforce the institutional, functional and organizational capacity of CALM. Sharing the Czech experience supports CALM’s efforts to become a full-fledged and equal partner to national institutions during implementation of Moldovan decentralization reforms.
The main stress was given to exchange of knowledge between CALM and its Czech counterpart - Union of Towns and Municipalities. Participants also visited the Czech Parliament, relevant ministries and representative of regional municipalities to discuss their approaches and forms of cooperation with Czech Union of Towns and Municipalities.
The visit helped to establish a partnership between Moldovan and Czech experts. The study tour is followed by series of training organized directly in Moldova and focused on support of CALM members in drafting its platform of participation on the main identified areas of the decentralization reform.
Good Governance: Georgian oversight institution improves human resources management based on Czech best practices
Tbilisi, Prague, June 2010 – December 2011: The Czech Supreme Audit Office (SAO) shared its best practices in the field of human resources management with the Chamber of Control of Georgia (CCG). This activity helped Georgian auditors improve public accountability and public financial management with support of UNDP Georgia and Czech – UNDP Trust Fund. CCG’s staff turnover decreased by 25 % in 2009-2011 period.
The Chamber of Control of Georgia, the institution entitled to oversee operations of the entire public administration, have suffered from an extremely high turnover of staff due to multiple changes of senior management since 2004. Additionally, the human resources policy has not been clearly formulated yet, resulting in frequent staff changes. These conclusions followed from the assessment carried out by the UNDP Country Office in Georgia in mid-2010. According to the report, the CCG employs more than 230 personnel and the staff turnover rate was 33.6% in 2009.
Previously, UNDP Georgia was involved in strengthening oversight capacity of the CCG in 2004-2008 within the framework of “Strengthening Institutional Performance and Capacity for Public Sector Control” project. Georgian partners requested the support of Czech-UNDP Trust Fund to facilitate the adaptation of Czech experience in the fields of human resource management of SAO and institutional development.
During the project implementation period Czech experts helped their Georgian counterparts with elaboration of the short-term Strategy on Human Resource Management (Strategy). The goals of the Strategy are aimed for the years 2011-2012. It contains description of all the required CCG HR activities such as comprehensive job descriptions of CCG staff, assessing job performance, selection process, adaptation process of new staff, etc., as well as a detailed Action Plan. The current CCG HR Strategy ensures coherency of HR activities with modern and comprehensive system of human resource management. The Strategy corresponds to the current international best practice, knowledge and trends in the field of human resource management and together with all these aspects it reflects recent experience of SAO with implementation of such strategy in the Czech Republic. At the same time the Strategy is suitably adapted to the needs of CCG and its management. Apart from the main objective of the initiative to prepare the Strategy the project resulted in elaboration of analysis of job requirements, new system of job performance assessment, staff motivation, etc.
The final strategy and action plan were endorsed by CCG management at the end of 2011. All HR activities are now proceeding according to the HR Strategy. However, in order to successful accomplishment of HR Strategy, the Czech experts recommended to CCG to further take into account the following four issues:
- securing permanent support of CCG top management to implementation of HR strategy,
- building professional HR service which will manage the implementation of the strategy,
- ensuring professional growth of the personnel of HR department,
- ensuring correct and timely communication of objectives, purpose and content of the strategy to all employees of the Chamber.
The implementation of the new HR Strategy into practice has contributed to decrease the rate of staff turnover from 33.6% to 20 -25% in 2009-2011 period.
The Czech experience and overall cooperation with Czech experts during creation of strategy were very positively assessed by Georgian counterparts. SAO experts also confirmed that they were open to cooperation with Georgian colleagues in the future.
HIV prevention: Partners from Tajikistan learn about Czech experience
Prague, Czech Republic, 31st October - 4th November 2011: Representatives of NGOs and state health care centres in Tajikistan visited the Czech Republic to familiarize themselves with the Czech experience with programmes designed to prevent HIV as well as providing social services to people living with HIV (PLHIV). Focus was on injection drug users and harm reduction programmes including substitution therapy and outreach work. Participants noted the high standard of services provided in the field of substitution therapy and HIV prevention. They visited inter alia a mobile ambulance (owned and operated by Sananim, an NGO), which provides on-the-spot health care services and needle exchange for drug users in an at-risk area of Prague. Participants also visited the AIDS Centre Faculty Hospital Na Bulovce, the leading hospital unit for treatment of PLHIV in the Czech Republic as well as the Czech AIDS Help Society “Lighthouse” which provides a system of preventive, health and psychosocial care for PLHIV.
The study tour will be followed by national workshop in Dushanbe intended to improve knowledge and skills of staff in the judicial system on protection of human rights of PLHIV; and to bring experience and expertise from Czech Republic on reducing stigma and discrimination.

Evaluating environmental impact: Czech experts share knowledge partners in Azerbaijan
Prague, Czech Republic, 31st October - 4th November 2011: Czech experts on environmental impact assessments (EIA) welcomed their counterparts from Azerbaijan to the Czech Republic to share experiences of developing a system to evaluate environmental impact, including methodological, legal and regulatory frameworks and applying EIA in practice. The representatives from Azerbaijan ministries met with Czech experts who described how the EIA concept was integrated into national institutional and legal systems and the major challenges in applying EIA. Participants visited Arcellor Mittal Steel Company in Ostrava to see implementation of EIA practices of steel works and power plants and hear about EIA process from the perspective of project development. Participants said they wanted to use this knowledge in the planning of reconstruction of industrial buildings in Azerbaijan.
An expert from the Czech Republic is also providing assistance during preparation of a law on EIA, including drafting, and elaborating training guidelines for practitioners and decision-makers on application of an EIA system.

Managing Human resources: Georgian parliamentarians learn about Czech experience
Prague, Czeche Republic, 10.-13. October 2011: Representatives of Georgian parliamentary services visited their Czech counterparts to learn more about the Czech approach to parliamentary development, operation and management. The focus was a modern approach to managing and developing the human resources system in parliaments as well as implementation of public relation strategies and communication tools. Participants visited premises the Czech Parliament, including the Chamber of Deputies as well as the Senate. They discussed the challenges of implementing the legal framework for human resources management and elaboration of public relations strategies.

Czech experience on energy efficiency in buildings shared with representatives from FYR Macedonia
Prague, Czech republic, 19. - 23. September 2011 - Representatives from national institutions, academia, private and financial sectors from FYR Macedonia visited the Czech Republic to observe the latest technology, Czech best practices and financial modalities related to the retrofitting of public buildings. The study visit provided insights into the legal, regulatory, administrative, technical and commercial aspects of public building retrofit programmes, based on the Czech experience in the field.
The visit supports acceleration of the implementation and enforcement of the EU Energy Performance of Buildings Directive as well as the National Energy Efficiency Action Plan of for FYR Macedonia. The project has three main parts: elaboration of feasibility study, organization of a study tour and elaboration of guidelines for energy efficiency retrofitting in public buildings.
The feasibility study covers a demonstration project of three public buildings in Skopje, including preparation of the technical documentation for procurement of energy saving technology.
The study tour in the Czech Republic provided examples of retrofitted buildings. A Czech expert will work with partners in Skopje to prepare the guidelines for energy efficiency retrofitting in public buildings in Skopje based on national circumstances, Czech best practices, and experience gained in the process of the demonstration project in Skopje.

Development efforts: UNDP evaluated Czech projects in Ethiopia
Conclusions and recommendations from the evaluation of an education project in Ethiopia supported by the Czech Development Cooperation were presented on 25 August, 2011 in Prague, at the Ministry of Foreign Affairs. The project was focused on introducing up-to-date teaching methods into Ethiopia’s elementary and secondary schools. The UNDP-Czech Trust Fund commissioned the evaluation, in order to analyze the outcomes achieved and provide lessons for further development efforts. The attached evaluation report is in Czech language with an executive summary in English.

Empowerment of civil society organizations: Ukraine learns from Czech experience
As part of the UNDP Civil Society Development Programme, representatives from Ukrainian civic associations and government bodies visited the Czech Republic to study first-hand experience and good practices of Czech civil society organization (CSOs) in the area of citizen participation in decision making at the local level. The Czech CSOs, government bodies and municipalities shared their experiences with involving the public into strategic planning, implementation of legal framework on CSOs, system of CSO financing and government support. The study visit was intended to support Ukraine CSOs as they strengthen their capacities to participate in decision making at the local and national level.

Strategic Environmental Assessment: Uzbekistan learns from Czech Experience
The Czech Republic shared its experience with introducing a Strategic Environmental Assessment (SEA) system into legislation with Uzbek delegation consisting of senior officers from relevant environmental and other interested agencies. Participants were provided with a description of the Czech SEA institutional setting, the legislative background and the overall context, followed by meetings and discussions with representatives of different institutions involved in SEA. The study tour was organized as part of the UNDP - GEF project “Strengthening National Capacity in Rio Convention Implementation through Targeted Institutional Strengthening and Professional Development,” which works with national partners in Uzbekistan as they strengthen the country’s system of environmental governance, and develop national capacities to address global environmental concerns into the national development and environmental management plans.

Pilot external evaluations of Czech ODA completed
Three pilot evaluations of projects implemented by the Czech Republic have been administered by the Czech Trust Fund, namely in Mongolia, Bosnia and Herzegovina and Moldova (all belong to priority countries of Czech ODA). The evaluation reports – delivered by independent experts - contain a number of conclusions on those projects’ relevance, effectiveness and sustainability, as well as recommendations for upcoming Czech assistance. Lessons will be drawn from the 2010 batch to continuously improve the quality and usefulness of evaluation within International Development Cooperation of the Czech Republic. Just as important, these pilot assessments serve as a platform of increasing a learning-oriented evaluation culture within the Czech ODA program. External evaluation of Czech development cooperation continues in cooperation with UNDP BRC in 2011.

Small and medium enterprises (SMEs) development:Turkmenistan benefits from Czech experience
Representatives from the public institutions of Turkmenistan visited the Czech Republic to learn from best practices related to small and medium enterprises (SMEs) policy reforms which included key government and private sector stakeholders. The study tour is an effort to support capacity development of the Turkmenistan Government to formulate and implement SME policies. The Czech Republic is also providing technical expertise including recommendations for the State Programme of Development and Support to Small and Medium Enterprises by analyzing the support to the Government of Turkmenistan in formulating legal and regulatory frameworks for private sector development. Human resources management: Czech Supreme Audit Office shares experience with Georgian counterparts
Three Czech experts from the Supreme Audit office will visit Georgian counterparts to share their experience with improving human resources management. The main purpose of the visit is to help Georgian colleagues develop a human resources strategy for 2011-2012. Other issues to be discussed during the visit include development of a methodology for preparing job descriptions and design of an effective system of staff performance evaluation. The visit follows the study tour which took place in November 2010 in Prague. (Implemented by UNDP and Supreme Audit Office).

Decentralization reform: Georgia learns from Czech experience
Representatives of the Parliament, Ministries in charge of local governance issues as well as the National Association of Local Authorities from Georgia visited the Czech Republic to learn about decentralization reform. Energy efficiency in residential buildings:Turkmenistan receives Czech support for to develop project
Czech expert Jiri Zeman is helping to national Turkmen expert team within the framework of joint UNDP/Global Environment Fund(GEF) project to improve energy efficiency in residential buildings in Turkmenistan. Based on the Czech experience the expert identifiedthe most feasible measures to be included in the scope of demonstration projects on energy efficient (EE) building design. Strategic environmental assessments: Azerbaijan learns from Czech experience 
In support of Azerbaijan’s representatives of national environmental agencies, the Czech ministerial and municipal authorities shared their experience with implementing strategic environmental assessments (SEA) and integrating environmental concerns and sustainable development principles into the national development strategies. The exchange is intended to support Azerbaijan’s programme on poverty reduction and sustainable development. Environmental monitoring, information management and reporting: Armenia learns from Czech Experience
Public employees from Armenia visited the Czech Republic as part of strengthening capacities for environmental information management – in order to improve the reporting process to environmental conventions. Participants learned about the Czech experience of monitoring and information management for better environmental policy development. The exchange of information is intended to contribute to improving sustainable development in Armenia. Environmental monitoring, research and data analysis is critical to understand and respond to the current status and changes in the environment – and provides the foundation for policy response and timely and appropriate national decision-making. Access to justice and legal aid: Uzbekistan learns from Czech experience 
Representatives from legislative and executive bodies in Uzbekistan visited the Czech Republic to hear firsthand about Czech experience with access to justice for the poor through clinical legal education and free legal aid. The exchange supports efforts to improve the efficiency and effectiveness of national human rights institutions and partner organizations – such as the Uzbekistan Bar Chamber – as they develop capacities to effectively fulfil their mandates to promote and protect human rights – in part throughdevelopment of free legal clinics that are part of the legal education system. Participatory local development: Representatives from Chernobyl-affected territories Belarus, the Russian Federation and Ukraine learn from Czech experience
Representatives from the central government, local/regional authorities, and representatives of Civil Society/Community Based organisations from the Chernobyl-affected territories visited the Czech Republic to learn about the Czech experience withaccess to information and public participation in the decision making-process at the local level. The exchange is intended to promote accountable, transparent and inclusive local governance in the Chernobyl-affected territories through increasing opportunities for citizen involvement in local development decisions and activities., andassigning priority to the needs of the poor as well as socially marginalized groups .The Czech experience supports ministries, agencies, local and regional authorities, representatives of civil society and the media as they build capacities to enhance good governance at the local level. Energy efficiency and climate change mitigation: Local government from FYR Macedonia learns from Czech experience.

ized in Skopje for representatives of local government in FYR Macedonia, who also visited the Czech Republic to learn about energy efficiency in buildings, as part of climate change mitigation. They learned about implementation of the European Performance in Building Directive ,best practices and lessons learned of the Czech Republic in the field of energy efficiency. The Czech experience is intended to help build capacities at the local level in FYR Macedonia to comply with the laws and regulations related to the European Performance in Building Directive, and to carry out energy efficiency programmes for public buildings. Good/Local Governance: Knowledge Transfer of the Czech experience in the field of capacity building of self-governing institutions (jamoats) in Tajikistan UNDP Communities Programme
The project consisted of several stages. Firstly Czech experts reviewed the new Tajik law on self governance, organized national level consultations and provide recommendations on further legislation modifications based on Czech experience gained in the field of local self-governance Then theyanalyzed and evaluated the capacity of Tajik self-governing institutions (jamoats) for self- government and made recommendations which were used in drafting a methodology for training module for civil servants. The training module was subsequently tasted and given to the Institute for Civil Servant Training (ICST). This initiativecontributed to the effective implementation of the new Law on Self-Government and will present a report on the implementation status of these new regulations. (Implemented by Agora CE)

HIV/AIDS prevention for young girls: Serbia learns from Czech experience
Serbian service providers and NGOs working in the field of HIV prevention visited the Czech Republic twice to learn about HIV prevention programmes for young girls. eGovernment: Study Tour to the Czech Republic on Capacity Building of Uzbek Public Policy-Making Bodies in the field of information and communication technologies (ICT)
The main objective of the project is to promote the ICT sector development in Uzbekistan as the improved access to information and e-services development are a priority for Uzbek government within the implemented reforms. The project provided an opportunity for representatives of national/local authorities of Uzbekistan to learn about the experience of the Czech Republic in the field of ICT. Policies to offset economic crisis: Ukraine learns from Czech experience
Representatives from the Ministry of Economy and other planning institutions in Ukraine visited the Czech Republic to learn about the Czech experience of formulating, monitoring and implementing evidence-based socio-economic policy specifically to overcome the effects of the economic crisis. The study tour is part of overall Czech support to the Ministry of Economy in its efforts to enhance socio economic development – and inclusive growth – through improved policy making. HIV/AIDS prevention: Czech experts participate in the 5th Western Balkan conference on HIV prevention
The 5th Western Balkans Conference on HIV/AIDS was held in Zagreb, March 25 - 26, 2010. More than 170 professionals active in the fight against HIV in the region attended the conference. Czech Trust Fund supported the participation and presentations of two Czech experts Mr. Ivo Prochazka and Mr. David Jilich who shared their best practices with other European predominant modes of HIV transmission in the Western Balkans are through sexual intercourse and sharing needles and syringes. HIV prevalence in this sub-region is still relatively low, which is why the main theme of the conference was how to maintain the HIV epidemic at this level. The conference had two key objectives- to share successes over the past decade and;- to promote regional exchange of information, networking and planning for the next decade. NGO workers and people living with HIV from Bosnia and Herzegovina visited the Czech Republic to meet their counterparts in the Czech Republic and learn about Czech experiences and best practices. They were presented with various state and NGO programmes providing treatment and care for HIV/AIDS, which have helped to limit the spread of HIV/AIDS in the Czech Republic. The exchange builds on previous visits in early 2009 of medical experts working with people who live with HIV from Bosnia and Herzegovina to the Czech Republic. (Implemented by CEPROS)

Municipal development: Georgia learns from Czech experience
Local government representatives from the Kvemo Kartli region in Georgia visited the Czech Republic, where they were presented with Czech municipal experience regarding preparation of local development projects.
