Situation analysis: The level of its application in practice varies throughout the region. The new EU member states have amended or introduced SEA legislation to comply with the requirements of the EU SEA Directive. The accession countries will follow the same pattern. Some Balkan and EECCA countries are likely to establish SEA legislation harmonized with EU Directive and/or the SEA Protocol. Beside the EU member states, all the SEE and 4 EECCA countries became signatories to the SEA Protocol in Kiev 2003. Though some of these have made legal provisions for some form of SEA these are not always implemented, practical application is limited and is not aligned with internationally accepted practice. Strategy: A project that aims at increasing the understanding of SEA, its role and benefits, both in the partner countries and within UNDP and at demonstrating such benefits by supporting SEA practical application, sharing experience and lessons learned. Outcome: Improved national systems for integrating environment into countries' development frameworks and for addressing the environment and security risks Output: Capacity for integrating environment and energy into national development frameworks improved, both in Europe and the CIS countries and within UNDP staff; Activities: I. Increasing capacity of government representatives, environmental assessment practitioners and UNDP staff in target countries in SEA application II. Supporting regional dialogue and cooperation of EECCA countries’ environmental authorities in development of effective national SEA legal and methodological frameworks; |
