'Include the Excluded,' UNDP Bosnia and Herzegovina Recognized for Excellence

Sarajevo, Bosnia and Herzegovina, October 2009-A report strongly advocating for inclusion of marginalized groups as a key part Bosnia and Herzegovina’s long-term social policy has been awarded an award for innovation from the United Nations Development Programme. The report, the 2007 Bosnia and Herzegovina National Human Development Report (NHDR) – Social Inclusion in BiH, was recognized for its innovation in measuring human development. The publication was a joint effort of UNDP and national experts from Bosnia and Herzegovina led by the Independent Bureau for Humanitarian Issues and the Team Leader Dr. Žarko Papić. In particular, the report stresses that only by sharing a common vision of social and economic rights, known as social inclusion, can the quality of life of every citizen be improved. As part of its analysis, the report examined the level of social exclusion in the Balkan nation. The authors found that although Bosnia and Herzegovina’s economy showed marked improvement as of 2007 just 10 years after a tremendously destructive war, not all of its citizens had taken part in that growth. In fact, 50 percent of Bosnian and Herzegovinians experienced some level of exclusion from a decent quality of life, such as adequate health care or education. Such social exclusion was particularly acute among the Roma, elderly, youth, children, and people with disabilities. These vulnerable populations therefore had more difficulty accessing public services and participating in political life. As Bosnia and Herzegovina seeks to better integrate with the European Union, the report argues that is vital such populations be better incorporated into the nation's social policy and long-term development. Such social inclusion will help Bosnia and Herzegovina become a fully participatory democracy, inclusive society and help prevent future conflicts, particularly among marginalized populations. To aid with that process, the report also includes a set of recommendations. The authors recommend a more inclusive economic development strategy, anti-discrimination initiatives to help excluded groups gain employment, strengthening education to prevent poverty, inequality and joblessness, more equitable healthcare and a more inclusive social policy and social welfare system. The Bosnia and Herzegovina National Human Development Report (NHDR) – Social Inclusion in BiH's ability to reflect the local situation and to apply complex quantitative data involving gender, urban, rural, ethnicity and other groups to create a broad social development picture all contributed to the report receiving the award for Innovation in Measurement. UNDP will be presented the award at a Special Ceremony in Busan, The Republic of Korea on 26 October 2009.
