By strengthening capacities of UNDP country offices, enhancing national capacities, and advocating for human development and MDGs at the country and regional level, the project is expected to improve understanding of poverty in the countries of the region, increase awareness of human development and MDGs at country and local levels, enhance MDG monitoring capacity, help Governments and local authorities internalize MDGs into their policies and policy planning process, and provide a know-how for implementation of MDGs at local level.
In order to increase understanding of factors determining human development and assist the elaboration of effective approaches for poverty alleviation within the human development paradigm, a comprehensive approach is needed that combines both research, training, knowledge sharing, regional dialogue with policy makers, donors and other stakeholders. This is why the project will be an umbrella under which a set of specific sub-projects (activities) will be mutually complementing and reinforcing each other.
The objective of the project is to constitute appropriate project environment within which individual sub-practice activities related to human development and MDGs will be better coordinated, mutually reinforced and responding adequately to CO needs in terms of HD and MDG support. It will highlight more clearly the human development dimensions of individual sub-practices work and will make possible the consolidation of the support for the COs in regards of HD and MDGs. Given the fact that the project will encompass also in-depth research on human poverty, its results will also help maintaining BRC competitiveness as relevant substantive actor in the field.
Upon demand from country offices the project will focus on four major dimensions:
1. Improved national capacities for improved statistical data collection for HD and MDG monitoring, including disaggregated statistics, and for the use of statistical data in policy making.
2. Improved understanding of a wide range of stakeholders on the concept, policy use and practical application of Human Development and MDGs at various levels.
3. Supported and strengthened CoP of practitioners working in the area of HD and MDGs
4. Jointly elaborated and disseminated HD and MDG related knowledge products within the CoP
The project has the following major outputs:
Output 1: National capacities for HD and MDG data production and usage in policy making enhanced, including capacity to produce data disaggregated by vulnerable groups and sub-national administrative units
Output 2: Improved understanding of stakeholders (students, civil society, policy makers) of Human Development and MDGs
Output 3: Supported and strengthened CoP of practitioners working in the area of HD and MDG
Output 4: Jointly elaborated and disseminated HD and MDG related knowledge products
