Situation analysis:

The new type of development co-operation partnership between the Czech Republic and UNDP was agreed in December 2003 and resulted in establishing the Czech Trust Fund. The UNDP Regional Centre in Bratislava -within the framework of the Emerging Donors Initiative- became fully responsible for the administration, programming, contracting, monitoring and evaluation of the Czech contribution based on the agreed Terms of Reference for the Czech Trust Fund. A demand-driven approach is being used to disburse the funds from CTF.

Anticipated results:

  • Ensure thematic coherence of the supported activities with the bilateral Czech ODA projects to achieve maximal efficiency and effectiveness of the resources used.
  • Secure direct linkage of the Trust Fund activities to UNDP programming as well as targeting and effective use of the Czech expertise.
  • Systematic promotion of Czech Republic’s transitional experience.

Proposed programme:

The project is managing Czech contributions to the Trust Fund that currently amount to around 1,000,000 USD annually. The activities are fully integrated into UNDP’s regional and national programming. The implemented projects are geographically aimed at the countries covered by the UNDP Bratislava Regional Centre, and UNDP ensures thematic coherence of the supported activities with the bilateral Czech ODA projects to achieve maximal efficiency and effectiveness of the resources. The main programme areas are health (HIV/AIDS) and environment. In addition, particular focus is placed on democratic institutional capacity building and economic and political transformation. The projects can be divided into four main categories: 1) small sized projects, 2) workshops and study tours for the beneficiary’s representatives coming into the Czech Republic, 3) feasibility studies and 4) consultations.
 
Current status:
The project is ongoing and well established. This cooperation created a very good image of the Czech Republic as a donor. Two Programme Associates from the Czech Republic continue their work with UNDP’s Regional Centre in Bratislava and one with UNDP Moldova. Replenishment of the Czech TF is foreseen for mid-2007.
