Situation analysis:

Although the Millennium Development Goals (MDGs) may at first glance seem less applicable to post-communist countries that already achieved many of these targets, the spirit of the eight goals is nonetheless very relevant for several reasons, including growth in relative poverty, declining populations, situation of vulnerable groups, global partnership for development, etc.
Successful implementation of the Millennium Declaration commitments in our region requires a deeper understanding of individual MDG areas, higher awareness of MDGs at country and regional levels, better MDG-monitoring capacity, broad engagement of all stakeholders in customizing targets and indicators to reflect national development challenges, and developing an implementation strategy.


Proposed programme:

In order to ensure coherent and integrated support to the countries of the region, this project aims to complement and reinforce the work of UNDP country offices in Eastern Europe and the CIS to help the countries pursue their MDG agenda. In summary, the project supports the country offices in undertaking the following strategic interventions:
1. Raise awareness to further consolidate Government commitments to MDGs and to mobilize both domestic and international support to that effect.
2. Enhance the capacity of all stakeholders at both national and local level to better understand the issues involved; and to help build consensus around MDG targets that are relevant in the respective national development context.
3. Support the governments, local authorities and other stakeholders to act on those commitments and to fulfill those consensus-based MDG targets.
4. Support the development of high quality national and local MDG reports.


Anticipated results:

• High-quality training of the stakeholders (national and local authorities, civil society organizations, donors, etc.) on MDG related issues (the concepts, needs and methodology):
(1) MDG Knowledge Exchange Facility workshops;
(2) Support to organization of workshops: “Aligning MDGs and Social Inclusion” workshop (Vilnius, 2004) and “Aligning MDGs and Social Inclusion process in Western Balkans” (2005);
(3) Community of practice meetings;
(4) Remote and on-site consultancy to UNDP COs;
• Implementation joint (with Capacity 2015, and COs in selected countries) regional projects on MDG strategies for development and cooperation (localizing MDG in border regions: developing strategies, costing, prioritizing)
• Publication/Manual: “Costing MDGs on national and local levels”:
• Support the development of high quality national/local and regional MDG reports:
(1) Support the UN COs to help countries produce until the end of 2004 at least one MDG report (support, advising and monitoring of the process);
(2) Improving the quality of the reports: better analysis, better advocacy presentation, and ensuring that the reports are nationally owned (through broad engagement of all stakeholders in customizing targets and indicators to reflect national needs, and developing an implementation strategy);
(3) Developing and launching Regional MDG Report.


Current status:

In 2007 the project intends to implement a sub-regional training on localising the MDGs (together with Capacity 2015), a workshop on development strategies, MDG monitoring and reporting (in cooperation with MDG Support project) and to carry out preliminary data research in the area of spatial aspects of poverty. At the same time, the project provides also modest resources for MDG advocacy.
Budget for 2007 accounts for $65,000 coming from UNDP’s core resources. Project is fully implemented by UNDP’s Bratislava Regional Centre, Human Development, MDGs and poverty monitoring sub-practice in some cases in cooperation with Capacity 2015.
