Situation analysis:

The current development context in Eastern Europe and the Commonwealth of Independent States generates increased demand for UNDP support on Public Administration Reform (PAR), both in terms of policy advice and programming. While primary demand originates at the country level, effectively addressing it requires a combination of country, sub-regional and regional interventions.

Proposed programme:

The project aims at increasing the quality and effectiveness of UNDP programming on PAR by enhancing the capacity of the Regional Community of Practice (CoP) to take active part in identifying and developing regional and sub-regional project initiatives, strengthening its role in knowledge management, creating stronger linkages between regional and country level projects on PAR to enhance impact and sustainability, and supporting multi-country PAR initiatives generated by country offices (COs). 

Anticipated result:
·         Relevant knowledge captured and disseminated;
·         Sub-regional PAR initiatives facilitated;
CoP capacity and role in programming and knowledge management enhanced.
Current status:

In 2006 the project supported two CO-led sub-regional initiatives (one on performance-based budgeting with Russia, Ukraine and Kazakhstan, and a Workshop on Civil Service Reform in Western Balkans). Other CO-led initiatives will be supported in 2007, such as the establishment of a Community of Practitioners on Civil Service Reform in the Western Balkans (led by BiH CO). A knowledge product on performance-based budgeting (comparative analysis of three CIS countries and benchmarking against international good practice) is being finalized. The project will also contribute to creating a web-based IT platform to facilitate the work of UNDP's regional PAR CoP.
