Изучение и классификация методов и инструментария предварительной оценки

Исследование опирается на подробное изучение существующей международной литературы по процессам определения альтернативных курсов действий, которые представляются осуществимыми и уместными, и оценке их влияния в ряде стран ОЭСР и в странах-членах ЕС. В исследовании рассматривается опыт участия стран в такого рода процессах и разбираются четыре конкретных примера (Босния и Герцеговина, Хорватия, Молдова и Сербия). Затем авторы исследования определяют потребности и отправные точки для будущего обучения и подготовки кадров в данной области и предлагают ряд инструментов, которыми могут воспользоваться участники процесса для того, чтобы добиться максимальной эффективности своей работы в будущем.

UNDP Belarus Annual Report 2006

UNDP Belarus continued to work with the Government as well as other partners to provide assistance in the areas of prevention and treatment of HIV/AIDS, protection of the environment, cross-border co-operation, rehabilitation of Chernobyl affected regions and socio-economic development. Project delivery exceeded US$ 10 million, the most since the country office opened in Belarus in 1992.




Практическое руководство по внедрению гендерного подхода (2007)

На стыке тысячелетий концепция внедрения гендерного подхода была сравнительно новой для стран Центральной и Восточной Европы и Содружества Независимых Государств (СНГ). Активисты, политические деятели и законодатели, заинтересованные в обеспечении более высокого уровня равноправия между женщинами и мужчинами, добились значительного прогресса в деле включения вопроса о правах женщин в законодательство. Однако, внедрение гендерной перспективы во все сферы деятельности и политические процессы значительно отставало. Это и послужило основным стимулом для подготовки первого издания практического руководства по внедрению гендерного подхода.

Настоящее Pуководство было расширено за счет включения большего количества разнообразных инструментов и методик, поскольку не все разделы прежних изданий могли соответствоставляет собой подборку методических материалов. Во вторую часть вошел Обзор гендерных проблем по секторам. 




Gender Mainstreaming in Practice: A Toolkit (2007, 3rd edition)

The integration of a gender perspective into programming and policy-making – Gender Mainstreaming – has become a key priority of UNDP. Towards this end, 'Gender Mainstreaming in Practice: A Toolkit' integrates a gender perspective into the analysis of work, home, and public life in order to improve policy-making and programming. This publication reflects the work of more than a hundred specialists, who have contributed their expertise to this collection of practical tools and guidelines, examples and illustrations. The toolkit targets public policy and development practitioners with varying levels of experience in this area; it also serves as a useful resource for NGOs and advocacy groups, students, project staff, gender specialists, and consultants. Available in English and Russian.

Human Development Report Kosovo 2006

A new generation for a new Kosovo. This report's analysis and recommendations reflect more than 18 months of consultations, focus group discussions and public talks with students, secondary school students, NGO activists, youth forum representatives from political parties, parents, unemployed individuals, war veterans, artists, civil servants and members of minority groups as well as politicians, journalists, and members of the business community. The report also includes results from a survey of over 1,000 Kosovo youth.




Opportunities for Biomass Energy Programmes

Experiences & Lessons Learned by UNDP in Europe & the CIS. This report is is based on five UNDP-GEF projects in Belarus, Latvia, Poland, Slovakia and Slovenia which focused on the use of wood residues from wood processing and forestry to provide heat. Using interviews with project teams and other stakeholders, the report gleans lessons learned for biomass project development and implementation for market transformation in this region, and makes recommendations for new biomass projects both in the region and beyond.

This report offers the first ever comprehensive analysis of social exclusion issues in Croatia and examines the ways in which individuals and groups of people may find themselves socially marginalized due to limited access to social services, employment, education, housing, and human rights.




Monitoring and Investigating the Security Sector

Recommendations for ombudsman institutions to promote and protect human rights for public security. This report, jointly published by UNDP and the Geneva Centre for the Democratic Control of Armed Forces (DCAF), focuses on the role of ombudsman institutions in monitoring and investigating the security sector. It argues that independent ombudsman institutions can play an important role in strengthening democratic oversight and furthering human and public security.




UNDP Moldova: Partnering for Development

Report on the Living Conditions of Roma Households in Slovakia

Disaggregated quantitative data and analyses are a precondition for efficient national policy-making on the inclusion of vulnerable groups into society, particularly the Roma. This report is based on data gleaned by the Roma Household Survey 2005, which was carried out by UNDP and the World Bank. It represents the most comprehensive survey of Roma households carried out in the Slovak Republic to date. The report covers the following subjects: dwelling status and condition, health, income, expenditure, employment, education and social benefits. The policy recommendations made in the report identify current challenges for social policies in this area.




The State and the Citizen: Delivering on Promises

This report issued by the Blue Ribbon Commission, an independent body of eminent national and international experts that operates with support from the United Nations Development Programme (UNDP), has identified eight high-priority reforms that Ukraine's Government and Parliament need urgently to enact to promote growth and better living standards. While saluting the positive measures that have been implemented since the Orange Revolution, the report warns that in many areas time has been wasted and reforms are long overdue.


How-to Guide: National Institutional Frameworks for the Kyoto Protocol Flexible Mechanisms in Eastern Europe and the Commonwealth of Independent States

The goal of this how-to guide is to help national climate change policymakers and UNDP country offices understand the requirements and processes for establishing national institutional frameworks for implementing the Kyoto Protocol in Eastern Europe and the CIS. In particular, the guide is designed to assist countries that will be hosting and approving Clean Development Mechanism (CDM) and Joint Implementation (JI) projects in designing the necessary procedures for project review and evaluation, including criteria for assessing a project's contribution to sustainable development.

Решение этих проблем имеет ключевое значение для преодоления бедности и обеспечения устойчивого человеческого развития, к которым призывает Декларация Тысячелетия, и которые составляют суть Целей в области развития, сформулированных в Декларации тысячелетия (ЦРДТ).




Как читать цифры? Человеческое развитие в зеркале статистики

Цель настоящего руководства – помочь экспертам и аналитикам стран Центральной, Восточной Европы и СНГ в осуществлении мониторинга, т.е. наблюдения за состоянием общества, в том числе с использованием статистической информации.

Вести наблюдение за состоянием общества всегда было необходимо, но во времена быстрых перемен ценность мониторинга возрастает в несколько раз. Во-первых, мониторинг позволяет определить, движется ли общество к намеченным целям, как близко оно к ним подошло. Во-вторых, обществу необходимо знать, в каком направлении оно развивается, улучшаются или ухудшаются условия жизни людей и насколько быстро это происходит. При анализе развития общества социальный мониторинг имеет такое же значение, как определение направления и скорости ветра при составлении прогноза погоды. В этом смысле мониторинг представляет интерес не только для экспертов, но и для политических деятелей, СМИ и широкой общественности – всех тех, кого волнуют тенденции изменения условий жизни.

A practical guide to establishing a telecottage as well as a valuable source of experiences and lessons learned, this report was prepared by members of the telecottage movement. The Hungarian experience is used as a reference point throughout the report's different themes and discussions. This publication is intended for ICT professionals, community development practitioners and public administrators who wish to improve social services delivery at a local level, and who recognize that telecottages can be used in service of individual, local and community poverty reduction.

This report presents for the first time a wealth of survey data on the situation of Roma, refugees and IDPs in Albania, Bosnia & Herzegovina (BiH), Bulgaria, Croatia, FYR Macedonia, Montenegro, Romania, and Serbia, including the UN-administered province of Kosovo.
