Public administration reform

The current development context in the region generates increased demand for UNDP support on Public Administration Reform (PAR), both in terms of policy advice and programming. The progress made in establishing functioning public institutions varies across the Europe and CIS region. In most of the CIS countries, fundamental improvements are still needed. In the Western Balkans, weak state structures and systems of public administration are hampering efforts to catch up with other CEE countries that have made substantial progress in the transition toward democratic governance, a market economy and EU integration. However, the prospect of EU accession provides a compelling motivation for the reform of state structures. In new EU member states, the problem of insufficient administrative capacity for effective implementation of European standards still persists. These countries are continuing reforms, and are no longer priorities for UNDP support. In fact, they have developed knowledge and expertise during the EU integration process that can now be usefully shared with other countries of the region.

Projects:        

1) Regional Centre for Public Administration Reform

The project aims at consolidating regional PAR programming, professional networks and knowledge resources and developing a broad-based, demand-driven regional public sector reform programme for the next five years. The project is being developed through a partnership between UNDP Bratislava Regional Centre and the Greek Government.

In Eastern Europe and the Commonwealth of Independent States, national policies related to human development often fail to deliver their expected results. This is partly due to poorly designed public policies and legislation being adopted without a proper assessment of their potential impact. The present project will build capacity for, and support the institutionalization of, ex-ante impact assessment, with particular focus on poverty reduction and on ensuring equal opportunities for the vulnerable and marginalized groups, with a view to strengthening policy capacities for meeting the Millennium Development Goals. The project will be implemented in selected countries in Eastern Europe and the Commonwealth of Independent States, in synergy with and supporting country-level interventions to institutionalize ex-ante impact assessment, including through broad-based public participation in national policy dialogue.

3) Strategic Workplan for Strengthening the Public Administration Reform Sub-Practice in Eastern Europe and the CIS

The project aims at increasing the quality and effectiveness of UNDP programming on PAR by enhancing the capacity of the Regional Community of Practice, strengthening its role in knowledge management, creating stronger links between regional and country-level projects on PAR and supporting multi-country PAR initiatives generated by country offices.
