Objective: To support lobbying and strengthening capacities of partners in national, local and community level in Albania to forcefully address issues of domestic violence. Description: The project is jointly funded by UNDP Albania and the Japan Women-in-development Fund (JWID), and implemented by UNDP Albania in close collaboration with central and local government, women's non-governmental organizations (NGOs), media, UNIFEM, UNFPA, UNICEF and IOM. The specific objectives of the project are: To formulate a National Strategy and Action Plan on Anti Domestic Violence through participatory policy processes of Government, non-governmental institutions and civil society organizations;To enhance partnership building at national and local levels in order to ensure that the National Strategy and Action Plan are owned jointly by local governments, civil society and all partners contributing to the achievement of common goals;To enhance the capacity of civil society organizations at all levels to build efficient coalitions around implementation of domestic violence issues in Albania. The project will follow an integrated approach of multilevel capacity building and awareness education initiatives that aim strengthening Institutional capacities in Central and Local level, facilitation of networking and coalition building efforts of all partners involved to bring in agenda and solve domestic violence issues in Albania. The Project is designed around three main components 1) Policy review for a protective legal and social environment for women who suffer violence - This component focus at supporting the formalization of National Strategy and Action Plan on domestic violence along with institutional capacity building to MOLSAEO staff and staff of local offices in 12 regions as well as developing partnerships with Ministry of Health and Ministry of Interior on drafting a guide on domestic violence recording and reporting; 2) Law enforcement and relief services through community coordination - This component focus on strengthening the capacities of law enforcement institutions such Ministry of Interior and public order in changing institutional culture and become responsible on domestic violence issues, support to the network of specialized NGOs and Association of Social Workers in introducing new forms of assistance to violated women and support to Community Problem Solving Groups and Community Based organizations at grass root levels to bring the domestic violence issues on agenda of discussions and problem solving initiatives; 3) Raising awareness for changing attitude – This component focuses on prevention and empowerment programs in schools related changing the societal attitudes through broad awareness education programs, improving curricula and teachers training. Outputs: National Strategy and Action Plan on Anti Domestic Violence drafted and approved130 officials from Ministry of Labour, Social Affairs and Equal Opportunities (MoLSAEO) and local offices in 12 regions trained100 – 120 officials of MoLSAEO, Ministry of Interior and Ministry of Health , NGOs trained on recording and reporting domestic violence100 officers from the Ministry of Interior at central and local level trained on support to physically abused women200 teachers and 500 pupils in four regions trained;Awareness education on domestic violence via roundtables, media, posters, bookletsNetworks, coalitions and alliances in the area institutionalized and operational |
