UNDP will provide support to the Governmental Gender Equality Office, Parliamentarian board for gender equality and NGOs/CSOs to develop more strategic and sustainable approach to the gender issues, understanding that gender equality is not merely a human right but it is strongly interrelated with poverty reduction, law enforcement, and political and economical empowerment of women.
Therefore it is essential to accelerate integration of gender perspectives into all socio-economic development targets, enhance awareness of gender equality, particularly in rural areas, mobilize international resources and cooperate with other countries to ensure gender mainstreaming within legislation as well as within policies, improve legal mechanisms and build gender mechanisms capacities, which should consolidate their roles and represent women’s interests.
In addition Gender Equality Law enforcement will be challenging in terms of arising from the negative impacts of its non-implementation and poor translation and incorporation in other laws. Such process could be maintained through the National Action Plan based on valid legal ground, political will and strategic approach of all parties involved.   
The strong UNDP partnership with the Government in Montenegro, as well as partnership with donors, regional counterparts and civil society organizations allows UNDP to become one of the key players within the field and facilitate the development of gender equality.
MAIN ACTIVITIES:  
a)       Identified capacity gaps in the gender equality mechanisms and initiated specific plan of actions for capacity building interventions;
b)       Strengthened strategic partnerships and alliances within relevant government ministries, gender mechanisms and CSOs   to ensure comprehensive approach in adoption and implementation of Gender Equality Law (GEL), implementation of National Action Plan and reporting to international treaties according to ratified conventions (primarily CEDAW);
c)       Maintained regional knowledge transfer between gender mechanisms on related gender equality issues aiming to further encourage regional partnerships and contributing to alignment and coherence of best practices and lessons learned capitalizing on each other’s strengths; Promotion of affirmative actions towards equal opportunities in politics in accordance with general CEDAW Assembly recommendations and MDG 3 implementation indicators;
d)       Revision and adoption of National Action Plan for achievement of gender equality 2008-2010, upon adoption of GEL.
e)       Increase of knowledge of political parties representatives about equal opportunities politics and relevant international legal and political frames for its implementation; promotion of affirmative actions for women in politics and other fields of intervention.
