The purpose of the project is to develop gender-sensitive training and re-training programmes for civil servants, experts of the federal Assembly of the Russian Federation, teachers and trainers of the centres dealing with training of government officials. These training courses and re-training programmes are developed in accordance with international instruments and standards, the Constitution of the Russian Federation and the National Plan on Advancement of Women. The Russian Academy of Public Service under the President of the Russian Federation has branches in 80 regions of Russia and almost all of 2,5 million Russian civil servants and government officials have to register and pass a required number of obligatory re-training courses in the Academy once in three year. All new training courses conducted in the Moscow branch of the Academy become a part of curriculum for the regional branches. The project goals are to solve the following issues: 1) development of the baseline “gender modules and clusters” to be incorporated into the training and re-training programmes for the government officials; 2) development of the manuals and methodological guidelines in order to disseminate Russian and international experience of gender promotion; 3) training of trainers for government officials in various regions of Russia at regional branches of the Russian Academy of Public Service under the President of the RF. MAIN ACTIVITIES: - Development of proposals concerning incorporation of separate topics or special training courses devoted to gender component and mechanisms of interaction non-governmental organisations and government structures in line with the international documents, the Constitution of the Russian Federation, National Plan for Improvement of the Status of Women and the Civic Forum’s recommendations.Discussion of proposals aimed at upgrading the professional training program for government officials and approval of the list of training program topics subject to upgrading.
- Upgrading of the training programs for government officials with the aim to include gender components.
- Testing and approval of separate components of the upgraded training program in the process of professional training of government officials and lecturers in the Academy.
Preparation and publishing of the upgraded training program with gender approach; preparation and publishing of methodological materials for the upgraded training program.
