Roundtable “An Overall Look at Women’s Empowerment Initiatives: Lessons Learned, Opportunities, Challenges” 9. September 2008, ANKARA, Turkey

Round table in Ankara was the first one in the row of round tables that are part of regional project Regional Report on Women and Governance. This project addresses challenges of transition in the region and developing processes that have been occurring in the region without the full participation of women and at the same time weakening women's position in political and socio-economic life. The project aims to identify reasons for women's low participation and mobilize stakeholders and partners to support this effort.

  
Participation at round table reached up to 88 participants bringing together broad spectrum of stakeholders from political parties, women parliamentarians, political parties’ presidents for local administrations, women mayors and municipal council members of project provinces, civil society organizations, academicians, media representatives, international experts and activists, and UN Turkey CO and UNDP RBEC representatives, Kvinnoforum, project stakeholders

Mr. Mahmood A. Ayub, emphasized in his opening speech that when women are absent from the decision making mechanisms, they do not have a say on the policies that are directly related to their daily lives. He pointed out to the fact that presently, women’s representation in legislatures around the world is 18% and there are only twelve countries where women hold 33% or more seats in the parliaments. He talked about specific situation of women’s participation in Turkey and UNDP Turkey’s work on promoting women’s participation in decision making. He stressed that women’s participation in politics is one of the priorities of UNDP Turkey and make clear that “we are all responsible to change the current situation in the area of women’s participation in politics. Our joint efforts for the equal representation of the society today, for men and women, will have rendered an important and historical service for development of Turkey.”

Ms. Ulrika Richardson-Golinski, UNDP Deputy Resident Representative spoke in her key note speech about importance of Women’s empowerment to UNDP mandate to support countries to achieve the MDGs, as the women’s political representation is one of the three indicators for tracking progress towards the third goal on gender equality.  She pointed out that “for women, the access to leadership positions in any sphere of society does not always mean access to decision-making power”. She spoke of hidden barriers in organizational cultures, social stereotypes, skills and resources that often work to undermine women’s ability to succeed in leadership roles. She then gave overview of UNDP efforts at country level to strengthen women’s voices in decision-making, e.g. targeted at enabling women access to paid work, tackling discrimination, providing training and mentoring programs, supporting the political mobilization, building partnerships between governmental bodies and civil society organizations, working with political parties to improve engagement of women, and last but not least helping to strengthen women’s voices in decision-making through effective and fair communication strategies elaborated with the Media that play a crucial role represent key public opinion maker.
   
Ms. Anita Gradin, former EU Commissioner for Justice and Home Affairs, shared Swedish and her own lessons learned in political arena. She noted that untill half of the population is reflected in decision making mechanisms, we can not say we are living in society where women and men have equal opportunities and equal rights. From Sweden politics arena lessons learning she shared the major challange and opportunity: In her perspective it is neeeded to form strong organizations both within and outside of the political parties, in order to enable increase of women’s participation in politics and she sees three forward functions of women’s organizations in this respect: 1) to enable acquiring female members to parties, and acquring votes from them, women; 2) to advocate for active and supportive policies for women; and last but not least 3) to support women who have made it into political positions in sharing experience because the males norms and male working methods are still prevailing in political arena

Participants reaffirmed the common responsibility of both men and women in increasing the number of women in local politics, taking as the basis the current low ratio of women in local politics. They agreed that important challenges still remain for women in Turkey at this level of politics. High emphasis was made on the responsibility of media as the key opinion maker and where the participants would like to see media representatives as “Goodwill Ambassadors” of the cause of women’s equal participation in politics.

The Round table also announced launching of the project “Women in Local Politics and Decision Making” that aims at increasing the number of women elected for the upcoming local elections in Turkey previewed for the end of March 2009.  More information about project here
