Development and Transition, 8th issue, "Gender in Transition "

Development and Transition is a joint publication of the United Nations Development Programme and the London School of Economics. It aims to be a forum for policy-oriented discussions and debates about how the nature, evolution and challenges of development and transition intersect in Central and Eastern Europe, the Commonwealth of Independent States (CIS), and Turkey.

The eighth issue focuses on 'Gender in Transition' and examines the new challenges facing women and men in post-communist countries. Development and transition affect women and men in different ways. In many new EU member states, and in the countries of the Western Balkans and Commonwealth of Independent States (CIS), the post-communist transition has seen reductions in women’s wages and employment rates relative to men’s; access to assets, property, and political representation has declined. Women as primary-care providers have been hard hit by the collapse or declines in social services.

Практическое руководство по внедрению гендерного подхода (2007)

На стыке тысячелетий концепция внедрения гендерного подхода была сравнительно новой для стран Центральной и Восточной Европы и Содружества Независимых Государств (СНГ). Активисты, политические деятели и законодатели, заинтересованные в обеспечении более высокого уровня равноправия между женщинами и мужчинами, добились значительного прогресса в деле включения вопроса о правах женщин в законодательство. Однако, внедрение гендерной перспективы во все сферы деятельности и политические процессы значительно отставало. Это и послужило основным стимулом для подготовки первого издания практического руководства по внедрению гендерного подхода.

Настоящее Pуководство было расширено за счет включения большего количества разнообразных инструментов и методик, поскольку не все разделы прежних изданий могли соответствоставляет собой подборку методических материалов. Во вторую часть вошел Обзор гендерных проблем по секторам. 

The Dynamics of Honor Killings in Turkey: Prospects for Action

UNDP and the United Nations Population Fund in Turkey have launched a groundbreaking report on a particularly shameful form of violence against women, honour killing. Based on research conducted by the Population Association of Turkey, the report analyzes the social structures and mentality behind so-called honour crimes and makes recommendations for a zero-tolerance policy to eradicate such violence against women.

Это учебное пособие предназначено в первую очередь для организаторов обучения и тренеров-преподавателей, но может быть также полезно для всех тех, кто занимается практической реализацией гендерных бюджетных инициатив. Авторы пособия предполагают, что те, кто будет им пользоваться, уже имеют определенные навыки в области методики обучения и преподавания, и знакомы в той или иной степени с основными аспектами гендерной проблематики.

Gender Responsive Budgeting

Manual for trainers. In May 2004, a regional training of trainers (ToT) workshop in gender-sensitive budgeting was held in Moscow at the Academy of Public Administration under the patronage of the President of the Russian Federation. This manual was developed to support participants in using what they learned in the ToT workshop. Although designed primarily for trainers and workshop facilitators, it should also be useful to those who are implementing gender-responsive budget (GRB) initiatives. With a specific reference to Central and Eastern Europe and the CIS region, the manual has been produced within the framework of the global project ‘Gender Responsive Budgets: Investing in Poor Women to Reach the Millennium Development Goals’.

Gender Mainstreaming in Practice: A Handbook (2005)

Handbook developed to help activists, policy makers and legislators concerned with securing greater equality between women and men to promote integrating of gender perspective into all areas of policy and decision-making. 

After its first edition it has been widely tested with practicioners. Based on tremendous feedback, the Handbook was in 2005 updated designed in its second edition to meet their pressing need for practical, relevant guidance in gender mainstreaming that was appropriate for the Central and Eastern European Region and the CIS.

Bridging the Gender Digital Divide

This report reviews key gender and information and communication technology (ICT) initiatives implemented by the United Nations Development Programme (UNDP). It maps the situation of gender and ICTs in the region, identifying trends, gaps, as well as some good practices, and offers conclusions, recommendations and references to resources. The report focuses particularly on the integration of gender in relation to issues such as process and control, education, training and skills and development, and their use to enhance opportunities for human development.

Задачи содействия и защиты гендерного равенства посредством закона в странах Европы и СНГ по сравнению с другими регионами мира могут показаться сравнительно простыми. Пост-коммунистическая реальность унаследовала в странах этого региона такие правовые системы, которые во многих случаях сравнительно свободны от неприкрытого выражения дискриминации на гендерной почве. С другой стороны, опосредованная гендерная дискриминация существует в нашем регионе, и так или иначе, она обострилась за истекшие десять лет переходного периода. Вместо того, чтобы чисто механически вносить поправки в законы, мы должны гарантировать способность законодательства содействовать становлению равенства между мужчинами и женщинами и обеспечить наличие механизмов мониторинга и поддержки для этих целей. Региональное Бюро стран Европы и СНГ (РБЕС) ПРООН приступило к изданию данного руководства, имея в виду именно эту задачу.

 

Drafting Gender - Aware Legislation

The handbook is composed of four parts: Part I provides a comparative overview of gender-aware legislation and practice in Europe and the CIS according to three loosely-defined subregions. This section highlights some of the particular challenges the region faces, while also underlining some of the important progress that has been made. Parts II and III comprise the practical sections, which respectively highlight a comprehensive approach to influencing legislation and implementation processes, and provide detailed checklists for reference when analyzing legislation and its implementation. Finally, Part IV is intended as a reference guide to selected international standards and good practice.
