The Strategy for the National HIV/AIDS program identifies the below priorities for the 2006-2010 period: - Raising awareness on HIV/AIDS and other sexually transmitted infections, ways of protection and to develop positive changes in behaviour; - Support for awareness raising initiatives focusing on prevention, geared towards groups who are most at risk or who are engaged in risky behaviour; - Prevention of discrimination and stigmatisation against people living with HIV, continuation of full access to medical treatment, and support for care requirements; - Strengthening of all mechanisms that will increase the contribution and participation of all sectors to the national response; - Taking advantage of international/regional experiences through the creation of networks between the government and non-governmental organizations (NGO), participation in international bodies, and development of financial/human resources support mechanisms; - Creation and maintenance of a strong national monitoring and evaluation system.
Intended Outcome: Mechanisms for the implementation and monitoring of international norms and standards on human rights, including the judicial system strengthened and reformed. Intended Outputs: 1.1. Review of the national and international legislative framework and their implementations to identify the respective gaps and training needs 1.2. Implement training programs targeting medical doctors, lawyers, social service experts, etc. Indicative Activities: 1.1.1 Desk review of national and international legislative framework for vulnerable groups 1.1.2. Community mapping will be conducted to understand the geographical location, size, density and accessibility of the vulnerable populations. 1.1.3 Targeted focus groups and in-depth interviews with relevant actors, such as the government officials, health sector workers, lawyers as well as vulnerable populations including PLHIV, injecting drug users, sex workers, and males who have sex with males to understand the human rights related challenges they face 1.1.4. Sharing the report with relevant government officials and partners 1.2.1. Identification of the target groups for raising awareness and developing capacity 1.2.2. Share the findings of the report with the target audience as per the outcome of the study (e.g., lawyers, medical doctors, dentists, social service experts) This will be conducted in selected provinces as per the outcome of the study. 1.2.3.
