Major activities

Situation analysis:

UNDP has established an extensive Water Governance Portfolio in Europe & CIS over the past 15 years. Besides national level (CO) projects, investments into regional project activities amounted to roughly USD $75 million GEF (Global Environmental Facility) funding with co-funding from governments, the EU and other partners in the same magnitude.
Most recently, UNDP has re-confirmed “Water Governance” as a priority area by adopting a new “Water Governance Strategy” that will translate the key recommendations of the 2006 Human Development Report (on Water) into action on the ground. Strategic interventions will be needed now to systematically develop the capacity in the region and support the enlargement of the project portfolio, including exploring new partnership and initiatives in identified priority areas such as:
 “Local Action to enable equitable access to Water and Sanitation Services”; Water as Human Right; Transboundary cooperation and Integrated Water Resources Management (IWRM); Public-Private Partnerships (PPP); or Adaptation to Climate Change.

Further support will be needed to continue codifying and ensuring accessibility of the accumulated regional knowledge and experience through means such as “WaterWiki”, the successful knowledge platform and on-line collaboration tool.

Anticipated results:

  • A regional “UNDP Water Strategy” addressing emerging strategic priority areas
  •  Strengthened portfolio with new projects and partners (on national and regional level)
  • “WaterWiki.2” – the next generation of UNDP’s regional knowledge map and on-line collaboration tool on “Water Governance”
  • Targeted trainings or other capacity building interventions for the regional water-CoP
  • New partnership initiatives and better collaboration among UN-agencies and other organizations

Proposed programme:

This project is meant to empower the Bratislava Regional Centre and the entire regional water-CoP to address the above challenges. The strategic workplan for 2006/07 aims at strengthening the regional “Water Governance Sub-Practice” and foresees a set of interventions addressing:

  • Provision of support and advocacy services to country offices
  • targeted capacity building measure for the regional Community of Practice (CoP)strategic partnership development and resource mobilization
  • Knowledge management (support)
