SEA Protocol – Initial Capacity Development in Selected Countries of the Former Soviet Union

Key lessons from capacity development for the implementation of the Protocol on Strategic Environmental Assessment to the UNECE Convention on EIA in Transboundary Context, in Armenia, Belarus, Georgia, Moldova and Ukraine. This project implemented by the United Nations Development Programme (UNDP) and the Regional Environmental Center for Central and Eastern Europe (REC), with related activities of the United Nations Economic Commission for Europe (UNECE), carried out in 2003-2006, highlights some fundamental challenges and opportunities ahead for the establishment of effective national SEA systems in these countries.
