Situation analysis:
Since its creation in the mid 1970’s, the IEA has gained extensive experience in general policy analysis and advice for its Member countries, through regular policy reviews as well as for other countries, European Transition Economies in particular.
In South East Europe, the IEA conducted in 2000 in co-operation with the Energy Charter Secretariat the “Black Sea Energy Survey” which covered Bulgaria and Romania. Since then, both countries have built up their energy market reforms based on new energy policies and became EU accession countries. Other countries in the Western Balkans have developed or are in the process of establishing domestic energy policies as required by the Athens process.
Nevertheless, no policy reviews have yet been conducted in Western Balkans. These important stages in the reform process provide the opportunity to carry out a comprehensive and timely survey of these energy policies and other related developments in the form of a publication titled “Energy Policy Survey of the Western Balkans”. The IEA will undertake the realization of the publication with the support and in coordination with UNDP.
Anticipated results:

A 200 to 250 pages publication to focus on energy policy, reforms and energy sector situation and evolution in Western Balkan countries, leading to recommendations.

Regional conference to discuss and disseminate the outcomes of the survey

Dissemination to Western Balkan policy makers and experts of international best practices on energy policy-making, implementation and monitoring

Contribution to build national capacities and ownership of sound and balanced energy policies
