Situation analysis: While some of the Eastern European countries have made a lot of progress in their economic and social transition, others (South-Eastern Europe) continue being associated with instability, the legacy of violent conflicts and still unresolved territorial disputes. Despite the dramatic differences, all these countries face some common challenges. Socioeconomic status of vulnerable groups is one of them. In all these countries, regardless of their level of socioeconomic development, certain (often substantial) segments of population are at an increased level of vulnerability. Without data, however, fulfilling governments’ commitments, implementing sustainable policies for improvement of the situation of vulnerable groups – are empty slogans. Based on quantitative data however, the actors can be involved (governments, donors, implementing partners) in outlining priorities and measure progress. Disaggregated quantitative data are a precondition for relevant national-level pro-poor policies for sustainable inclusion of vulnerable groups and Roma in particular. Proposed programme: In its efforts to improve the situation of vulnerable groups in Eastern Europe and in South-Eastern Europe in particular, the project filling the gap of data and vulnerability analysis, and involves conducting a comprehensive research on the socioeconomic status of vulnerable groups in Central, Eastern and South-Eastern Europe. The project covers South-Eastern Europe (Albania, Bosnia and Herzegovina, Croatia, Macedonia, Serbia and Montenegro with Kosovo as a separate entity) and the countries already covered by the UNDP/ILO survey on Roma in CEE (Bulgaria, Romania, Hungary, Czech Republic and Slovakia). Anticipated results: • Improve Governments’ and donors capacity to elaborate and implement relevant policies targeted at reducing vulnerability; • Equip national actors with new methodologies for vulnerability assessment and monitoring; • Provide valuable inputs and experience in the area of vulnerable groups data collection; • Reinforce UNDP credibility and comparative advantage in the area of disaggregated data collection and analysis; Current status: By the end of 2006 the major project components were completed. The regional vulnerability report was produced together with a series of national vulnerability reports in the target countries (Slovakia, Serbia, Montenegro, Albania, Romania, Macedonia). In 2007 the follow-up activities were implemented such as extending the analysis of vulnerability to other groups (people living with HIV/AIDS, IDPs, people with disabilities) and other dimensions – spatial aspects of poverty. At the same time the project continued to advocate for the disaggregated data collection and dissemination through presentations in various international events. The project will also carry out supporting activities for vulnerable groups’ social inclusion. The project is fully implemented by BRC Human Development, MDGs and poverty monitoring sub-practice, in some case in cooperation with other sub-practices (HIV/AIDS, local governance, CST) and other COs (Serbia, Montenegro, Kosovo) or donors (OSI). |
